Yes, they are serverside options. From what I've seen so far, on most servers ticket bleed rate seems more significant than asset loss, but it could just be that teams have been mostly equal in actual combat, and ticket bleed is just the deciding factor.
My problem with ticket loss based on the weight of the destroyed asset is that it equates a Warhammer B with a Novacat C, or an Osiris prime with a Puma prime, which are very obviously of far different strengths. This would greatly unbalance IS vs Clan games. (I say 'would' because I have never seen such a game in 0.4 yet)
