How possible is it on Kagoshima though?
I've been able to land pretty well in all maps except that one. The runway up top doesn't allow for repairs.
No that map is heavily flawed for that very reason. I think it was designed with the idea that you could repair on the runway. There is NO WAY to bring your ASF safely into the repair hangar on that map, just NO way. They have to add a repair area on the top-side runway.
I've seen it done, multiple times at that.
I really don't see how you can safely land anything in the hangar bays on that map... It might be possible if you get the perfect angle and start your descent at the perfect moment and cut the engine at the right time, but it's not meant for landings period. You're not SUPPOSED to land there, so nothing is on your side if you try... that's why there's a runway top-side.
I think the map was designed prior to 0.4.0 and while it was still possible to repair on the runway. The fix would be rather easy, just make a sort of passage an ASF could use to get to the hangar from the top-side runway. Either a sort of elevator like on aircraft carriers, or a light slope at the end of the runway that lead to the hangars.
