I'm not a american, but as I understand this, it will stop all americans from uploading ingame footage of MWLL or any other game to youtube.
This would be a very bad thing.
Any clue if this would also affect people in other countries? (because the youtube server is in america or something?)
There comes a point where the talking must stop, and people have to do actual work.

Even if it doesn't affect people outside the US, Americans would probably be hit by a wave of "You're not allowed to view this video in your country" messages we Germans already have because of the stupid GEMA.
Not just for Gaming videos, but also for music videos, songs, TV shows (or excerpts of them) etc, as according to that explanation, these are the primary reason for that bill.

So if you're American, do yourself a favor and oppose that bill however possible.

Its directed at tv/whatever else.....So I agree with it but in a society of "omg I sue you for spilling coffee on myself" I can see it spreading to games and being abused if possible...the thing is, it hurts video game makers more...so they need to speak up too...

The first thing I do whenever I hear of a game is to do some extensive youtubing. And I don't mean looking for developer inserted videos and trailers, because they rarely show the "true gameplay".
I'm talking about fanmade gameplay vids, short clips and stuff.
If I can't find any the propability of me buying said game quickly falls towards 0%, if there is not a very, very convincing demo around. (and demo versions are rare and usually fall under the same "can't be trusted" category as developer trailers.)

And most gamers I know do it somewhat similar.

Actually I see this as a way that video game companies can try and control "review" footage of their games that point out or highlight certain bugs/features in a way that company may see as negative. 

The defense point is that, this does not inhibit people from still doing written reviews ie like a newspapers' movie review, but it does limit the use of their "property"

Where that lands mods is a legal grey area as the footage could range from, "rules" mods so the majority of "visual" content is still the game companies to TC like MWLL where NOTHING visual belongs to the game company.

In actuality the bigger question is the legal definition of "ownership" of a video game?  It's definitely not "ownership" in that you can do whatever you want with it nor do you "own" the code therefor can not modify it.  But if you have "permission" to mod that implies ownership still belongs to the company.

So it comes down to are we "renting" or "leasing" interaction rights from game companies.

Yes, that's exactly what you're doing when you buy a game.
You don't buy the code, art assets, level design etc., you're buying the license to play the game, nothing more ;)
Any changes to the the code, assets etc. you do without any developer sanctioned modding tools could, in theory, be seen as a breach of the EULA you usually have to agree to when installing the game.

Good thing breaking EULA doesn't break any laws [yet]. You just forfeit any rights you have to playing the game.

Oh wait, you don't have any rights to the game anyway.  ::)
