DFDelta, they're not being dicks, the game wasn't officially released here, as it would've been put on the Index anyway.
You can still import and activate the game (from Austria for example, or America in your case) but it can't be legally sold by Steam to Germans directly.
What they are doing though is blocking the activation of Russian keys from a German IP, because they're dirt cheap, although you can get around that by using a Russian VPN.
