Vulture B takes a steaming pile of poo on the CAT B.

i have to agree.  The Cata B is only really great when it has narc support.  Otherwise the fire pattern on the mrm40 spreads damage out too much and a smart srm vulture will charge within the MRMs min range.

In a 1on1? Yes.

In overall usefulness outside SA? No.

The only reason I would say to avoid the Vulture B, is that once the enemy team or everyone else in SA sees you, they will call you out and you will have every other mech out there after you.
If only... People are still generally far too oblivious to anything important that happens around them in SA.

Don't see what the fuss is about the Streak Vulture, the MRM Catapult will utterly wreck it and its cheaper with JJs.
Only if the MRMpult is able to start attacking the VB from a distance.

NARCs mess everything up for a good MRM pilot in TC/TSA games. NARCed targets may be nice for the MRMpult in SA though, yes, but I am not sure if it would work? (i.e. will enemy NARCs work for you?) The VB getting close isn't really the problem when fighting a VB with an MRMpult. The high DPS and constant bombardment, without any real chance of evading a little bit is the problem, in combination with screenshake which screws up the aiming for the MRMs of course.

It's as effective as any other good brawler in TSA and TC.  In TC it's pretty handy inside bases, and in TSA it's mediocre, but works well in packs of brawlers.  It has the speed to make it useful, unlike the CAT which doesn't bring enough firepower or utility to justify molasses speed.

Imho the MRMpult is insanely useful in SA (overall... the only problems I have in SA games with the MRMpult is in the late-game on servers with a long map time, when everyone fields assaults. And against VBs), but, yes, only marginally useful in TC and TSA. I would only use it in TC_ThunderRift and TC_Mirage.
