It's best to simply download the whole thing again overnight.  Backing up local files takes forever and isn't really all that useful unless you know you have a perfect install to start with.

That's what I'm saying, if he does a fresh download, he should back up that install since it's perfect pre-mod install.  It would help him cut down on install time should he need to reinstall again.  Also, the back up doesn't take that long.  Even for one of my 8 GB games, it was like 15 mins to back up which is a lot less time than waiting over night for the install to download again.

Recently I switched on the fps counter and was surprised to discover that I manage around 18-28 fps - I never really noticed anything  (except in heavy combat). Only if I use Xpulse lasers it becomes apparent. Maybe that's why I can seldom do very well in a xpl-Bushy. It would be great if xpl fire rate would become fps-independent!
yeah, that's about as much as I get, but it's not really an issue until it goes under 14 FPS, which is why I always find it funny when people complain if it goes under 100 or 60 or whatever already super high number they say they NEED it above, despite the effects only showing way below that. Hell, a few of them even said "omgee it went DOWN to 40 FPS once, it's rooining mah gaem" If my FPS ever went UP to be NEAR 40 in a fight I'd never ever upgrade my PC for this game again ::)

I've never found the actual backup tool to be useful.  If you're going to backup the gamefiles you're much better off simply making a copy of the files themselves.  Steam doesn't care whether you use an official backup or you copy the files over, it treats either as a restored install.

seriously i could not do that, under 30 really is unplayable. If the difference is so slight how come i can instantly tell you without a fps counter when a game is vsynced to 30 or 60fps? Fable 3 for instance being an xbox port runs native vsync at 30 and Its like your character is Walking through syrup! In fps games low framerate just isn't an enjoyable experience.
