I posted the write up of the Solaris VII system for heat. It works with any iteration of time. Split a 10 second long CBT combat turn into 100 0.1 second long rounds and you get the following.

Heat scale goes from 30 to 3000
Weapon heat is multiplied by 100
- Small Laser = 100 heat
- Medium Laser = 300 heat
- PPC = 1000 heat
- ERPPC = 15000 heat
Heat Sinks continue to work as normal. So 10 heat dissipation still dissipates 10 heat per 0.1 second long round.

Thus:
If you fire a Small Laser you build up 100 heat, it will take 10 (heat dissipated per round by base heat sinks) x 10 (0.1 second long rounds) to fully dissipate that heat, or 1 second.

Fire an ERPPC and you will build up 1500 heat, it will then take 10 (heat dissipated per round by base heat sinks) x 150 (0.1 second long rounds) to fully dissipate that heat, or 15 seconds.

Very simple.
