Just wanted to add that World Machine would be another (non-free) alternative.

Well, it is free, at least if you don't want/need to create heightmaps bigger than 513x513 lol

But I have a question. How can set the terms for the generation of upland and lowland areas in GeoControl 2? To make such a mountain in some places, but not randomly.

Isolines. They give you a huge amount of control over features. There are a number of tutorials on the geocontrol 2 site that have plenty of great info.

Is Photoshop absolutely needed?  It seems like I could do all the same stuff in Paint.net, or am I missing something?

Any dedicated paint program could probably do it, as long as it has blend modes for the layers. Photoshop is just what i use.

I just use Gimp
