Hosting server on own computer

I am trying to host a server to do testing on my own system, and I was able to change my client to be able to connect to other servers per the new way, but the server I put up is unable to be seen by my client.

In Short, how do I host my own server on my own computer and have others and myself connect to it?
Raise your quality standards as high as you can live with, avoid wasting your time on routine problems, and always try to work as closely as possible at the boundary of your abilities. Do this, because it is the only way of discovering how that boundary should be moved forward.
