How to start your custom cbills on your dedicated server?

I have followed this instruction but whenever how much I try,I just won't work.Does anyone know how to start your desire cbills in your own server?I really want to start my server with heavy and assault mech instead of tired old light mechs at the start of the game.

map mode: Test of Strength

Here is a list of console commands that may be needed:

fps:       r_displayinfo = 1
restart:  sv_restart
Money: sv_startingcbills amount - (eg the recommended amount - 1800000 - looks like: sv_starting_cbills 1800000)

"naked" screen: cl_hud 0 - for screenshots and video of the game.

next map: g_nextlevel

command allows you to remove inscription "SPECTATE" : hud_spec_specminimumMode 1  (but leave the nicknames can see). To make pretty video in game).
sv_say [message] - displays a message on the screens of all players
map [map name] - go to the map
map [map name] x - option to run maps with DirectX 10

Tried that.Change to TOS mode and using both console command in game and dedicate server console are not working :(.Is Terrain control mode cannot have custom cbills?

Yes, it can't.
Tools and I:
   - MWLL Online Launcher (LAN UDP Forwarder) - evolution of past "Le Proof of Concepto" project: connect without Gamespy via packet redirection;
   - Vehicle Browser - "Pocket Wiki" Šokaolias (not really that though);
   - Rconnect 4.3 - Server tools: map manager/player voting add-ons;
   - CryHammer - Validates Patch/CDKey of Crysis Wars (now unable to validate CDKey due to turned off Gamespy servers).

So that means,when we want to use heavy mechs in terrain control at the start,so we have to use cheat engine without any choices?I mean my own dedicate server.

sv_starting_cbills cvar only works for sv_gamerules TestofStrength
