Thanks ColdFusion, it's usually quoted as Vespasian, but AFAIK t's older than that, there's similar examples that go back to the Legions under Sulla, so I think it's just a Latin folk saying. Vespasian put the tax on peoples urine, much to the disgust of his haughty son, so when his boy came asking for cash the old man said "How can you stand it? it comes from piss!"
