If that truely happens, they will most likely remain within Europe. They've got running studios in Hungary and some other eastern country which already contributed to Crysis and are working on FarCry2. I heard that they've got a number of countries interested in their presence (how couldn't they, more than 100 IT jobs are related to them) over here.
I wouldn't expect them to move overseas.

Also, this whole "shooter-ban"-debate has been going on for quite a while without any actual progress in terms of law and politics. I personally think it's fairly funny that they find time for stuff like that while we have more urgent problems at hand, but that's another story.

wasnt crytek the dev that got raided gestapo style by the police (ie going decked out in full urban assault gear, and rounding up employees at their homes, and off the streets) because someone gave them an anonymous tip that they were using pirated software?

Hm, it's been a while (shortly before the Far Cry release) but I don't remember the story being that brutal. The police paid them a serious visit including detailed examination of their company PCs etc., but without result.
"Anonymous" used to be an ex-employee who got fired because of some serious work contract violations.

I remember something about a dev who had just gotten out of the shower and was forced at gunpoint to get down on the floor naked.  I do not remember where I read it, but it seemed a bit overkill.

There actually have been two of these searchings, one in early Feb 2004, one in late March 2004.
However, according to reliable sources (among them the largest and most distinguished IT specialized publisher), only the company itself had been searched in both cases. I found one source stating that also the private house of the (singular) company founder (which doesn't make much sense in first place, as there's 3 Yerli brothers who are all managing directors and always have been) has been searched, but I couldn't find any reliable source to verify this claim.
Also, Crytek argued ever since that anyone had been arrested or equipment had been seized.

Also, as you say yourself... the scenario seems - not only a bit - overkill and indeed it is extremely unlikely. The so called "riot police" was assigned to assist in the searching, but they're not SWAT-like special forces, they're mostly younger police people who did not yet or not not long finish their apprenticeship.
