Mech "Stutter Step" when landing

Mechs will stop all motion if they make even the tiniest of jump jet jumps, or go over a very tiny ledge.

Build: Beta 0.2.0 and all previous builds
Map: All maps
Asset: Jump Jets (and falling)
Issue: When a mech drops off a small incline or does a short jump with JJs, the mech totally stops instead of landing mid-stride at max speed or a speed similar to what they were just doing in the air.  I could see stopping all forward motion after a huge 100m high jump, but just a little 5m drop off of a ledge or a little 'hop' shouldn’t cause a mech to drop speed to nothing.

Repro: 100% - just use jump jets while in motion or walk off of a very small precipice.
