New generation Fermi-family should be out by the end of the month, so I'd suggest that you wait and see how it affects the prices.
Fermi shouldn't cause any major prices drop considering the benches I've seen comparing it to the ATI 5000 cards. The GTX480 is suppose to be about 30%faster than the 5870 and is being released at $600 IIRC. The 5970 is gonna remain top dog atleast for alittle longer, and it costs the same price as the GTX480. What I personally think Fermi is gonna bring about is the ATI 5890.

http://www.techpowerup.com/forums/showthread.php?t=117000As for the video card suggestion, the 9500gt is no where good enough.If your using a 19" monitor or smaller, look at the gts250 from nvidia. 22" monitor, look at the 4870/5770 or GTX260, and for 24" monitors and bigger, the GTX275,GTX285,and GTX295 from Nvidia or the ATI 5850, 5870(which I'm currently using) and 5970 are the cards for the job.
