There's also a friendly mech icon on the radar. Also the "Biological 3d Scan" is interesting, as it shows 2 somethings(?) in the middle of a mountain, whereas in this screenshot we have a clear view of the sky.
This is probably gladiator pit (I don't think it's SA_Blank), which seems to be an arena with hangars around the edge. He's standing in a hangar having just purchased a mech.
EDIT: I also just noticed that the distance indicator on the MPPPC shows 1500m, which means those viewscreens are huge (either that or there's no collision detection for them yet). As for the mech he purchased, the closest I can get is a Raven B with the MPPPC, which comes out to 5584 remaining, and that's assuming he's a CDT with CDT start cash.
2nd EDIT: The viewscreens look like they're showing/scanning a volcano, with two icons on it that say "letter letter letter 119" and "letter letter letter 109", I think. These are probably just here for neat little tidbits, like the "Make Mod Now" button in the hangars. Running off the cash idea in my last edit, there's no correlated match between any starting cash level and any Mech purchase with a MPPPC; there's several possible reasons for this: ammo or other equipment purchase, damage dealt or repaired, or he bought something at a price not currently available (a mech they're testing). I can't think of anything else without getting far into the realms of random speculation.
