Only using 40-50% of video card?

I have evga gtx 275 896mb and so i get the evga monitoring system and I also have a g15 to display the infos in real time.

I have never seen this game use more than 40% of my video card I don't think i am bottlenecking at all, is that normal? I only get like 30-40 fps, it never really dip under 25

My video rams are almost full when I play, I play all at low but object details on very high and water on medium at 720p  and my v rams are at like 800mb

I just play shogun 2 demo a few instant and I was looking at my monitor and it was using 100% of my video card and even had to increase the speed of the fan

Here are my full specs

e8500 oc at 3.8ghz
Gtx 275 896mb
ep35-ds3r
ocz rams ddr2 1066mhz

my 5870 crossfire does that sometimes also but it was gone after updating drivers.

Thx for all the help guys it was really apreciated. I was able to fix my problem now I actually can play at very high setting whit 40 fps on death valley.

I had to roll back my drivers from 260 to 197 because I read on a other forums that the new driver screw the older video card for some reasons.

Now my I actually have to increase my fans :D
